Old rubber or fabric cable, a wooden-backed fuse box, round-pin sockets, or lights that flicker when things switch on. An EICR will tell you for sure.
If the wiring tests fine, a new fuse board with RCD protection is often all you need. A rewire is for wiring that has failed its tests.
Is the electrician registered with NICEIC, NAPIT or another scheme? Is making good included? Will you get an electrical installation certificate? When is payment due?
Usually not for a 2 to 3 bed house. Expect a week or so with power off in parts of the house during the day.
